STOCKTON, CA - Barbara Helen Will passed away on July 8, 2007 at Westchester Medical Center.
She was born in Cedar Falls, Iowa on December 25, 1949, the daughter of Dr. Emery L. Will and Lois (Clise) Will.
She graduated from Oneonta High School, the Valedictorian of her class. Barbara attended SUNY at Albany and received her Master's Degree from the SUNY Albany School of Library and Information Science.
Barbara was the head of Children Services at the Bethlehem Public Library, then the Youth Services Consultant at the Mid-York Library System. She served as President of NYLA/YSS and worked timelessly as an advocate for youth services. She left New York State to become the state Children's Consultant in New Jersey, and served on the Caldecott Committee, which each year honors excellence in illustrating children's books.
Barbara then moved to California and was appointed as a Library Programs Consultant in Library Development Services from 1987 until her retirement in 2006.
According to the State Librarian of California, Barbara coordinated networking activities throughout the state and facilitated the development of what would eventually become the Library of California. She also monitored LSTA supported projects such as the California Preservation Program and developed very successful targeted grant programs, including services for people with disabilities and services for small businesses.
Barbara was nationally known as an expert on federal Library Services and Technology Act (LSTA). She served on ALA committees and task forces advocating reauthorization each year. Barbara was very active in CLA and most recently served as chair of the Services to Restricted or Disabled People Round Table.
Barbara is survived by her husband, Gerry Bowers of Stockton, California; two step-daughters, Adriane and Shannon; a step-son, Adam; her mother, Lois Will of Oneonta; her sister, Janet Jameson and brother-in-law, Gene Loeser and her nephew, Gregory Jameson.
She was predeceased by her father, Emery L. Will in May of 2007.
A private service for Barbara will be held at a later date.
